REESTABLISHING THE BIPARTISAN CENTER IN AMERICAN FOREIGN POLICY

Our Mission

  • Partnership for a Secure America (PSA) is a nonprofit founded by former U.S. Representative Lee Hamilton and U.S. Senator Warren Rudman to advance bipartisanship on today’s critical national security and foreign policy challenges.

    We believe that the United States is being ill-served by the growing partisan divide surrounding its national security and foreign policy. Although partisan rancor has traditionally stopped “at the water’s edge,” this tradition of bipartisan cooperation has eroded significantly in recent years in negative and harmful ways.

    Policy differences must always be debated, but growing partisan bitterness dangerously interferes with substantive discussion of our national security and foreign policy. The Partnership for a Secure America is a not-for-profit organization created to address this growing problem and help foster bipartisan, consensus driven, national solutions to the major national security and foreign policy challenges facing our country.

    • To heighten public awareness of and support for a bipartisan national security and foreign policy;

    • To bring staffers of leading Democrats and Republicans together to seek common ground in national security and foreign policy; and

    • To accomplish the above tasks through the use of the most effective tools of communication and collaboration.

    • Develops and seeks bipartisan consensus on a series of national security and foreign policy issues;

    • Works to build networks to support recreating the bipartisan center in American national security and foreign policy;

    • Organizes events including panels, conferences, briefings, and speaker series discussions to support the bipartisan center in American national security and foreign policy.

  • The Department of State - Congress Communication Project

    The Department of State- Congress Communication Project (DSCCP) is a new program designed in partnership with The Una Chapman Cox Foundation to address the many requests both organizations have fielded to facilitate substantive interactions between Congressional Staffers and State Department Staff.

  • Congressional Partnership Program

    Through off-the-record events, policy seminars, and skills training, this unique program aims to equip Congressional foreign policy and security advisers to assess global challenges, build common ground, and achieve U.S. national interests.

  • Conflict Briefing Series

    The Conflict Briefing Series is a joint effort by Partnership for a Secure America (PSA) and the United States Institute of Peace (USIP). The series, started in 2012, is an educational program designed to provide congressional staff with opportunities to engage leading experts and fellow Capitol Hill staffers in bipartisan forums.

  • Program on Legislative Negotiation

    The Program on Legislative Negotiation is a joint initiative between PSA, Harvard, and American University to encourage bipartisan solutions across Capitol Hill. Started in 2014 with Harvard & PSA, the program strives to train Hill staffers in best negotiation practices to improve congressional capacity to overcome policy impasses.
